RECURA is part of a consortium led by MWH, inc. contracted by the European Bank for Reconstruction and Development to provide technical assistance advisory in implementing the Kosovo Sustainable Energy Project KOSEP.
RECURA provides energy efficiency advisory services through a team of highly experienced energy efficiency engineers as well as through finance specialists. Our teams support the project implementation by conducting energy efficiency audits and verifications, financial structuring of energy saving and efficiency structures and supporting the implementation of the KOSEP subsidy scheme for energy efficiency.
The Kosovo Sustainable Energy Project (KOSEP) – developed by The European Bank for Reconstruction and Development (EBRD) is aimed at supporting energy efficiency (EE) investments and renewable energy(RE) development in the residential and commercial & industrial(business) sectors. The Facility consists of three components:
- Credit lines in the total amount of EUR 12 million provided by the EBRD to Partner Financial Institutions (PFI) for on-lending to eligible Sub-borrowers and Sub-projects
- Grant funding provided by the European Union (EU) and Norway to:
- support project implementation by technical assistance (TA) from a project consultant (PC) and verification consultant (VC) to Sub-borrowers (SB) and PFIs and
- Grant funding provided by the EU to:
- reward implemented and verified EE/RE Sub-projects by incentive amount for Sub-borrowers (SB) and administration/success fees for PFIs.
The Facility covers EE/RE investments in the residential and commercial / industrial (business) sectors by provision of dedicated loan products.
The KOSEP SME window distinguishes between 3 investment categories and loan products:
- Loans made to SMEs for Sub-projects from a list of automatically eligible materials and equipment (LEME)(up to a maximum loan size of EUR 300,000);
- Loans made to SMEs for larger and/or more complex energy efficiency (EE) Sub-projects and stand-alone renewable energy projects (RE)up to a maximum loan size of EUR 2.5 million;
- Loans made to technology suppliers with the purpose to invest in business expansion of eligible materials and equipment as defined in the LEME.
The KOSEP residential window targets investments in residential energy efficiency and renewable energy. The window has two investments categories:
- Loans made to dwelling-level Sub-projects from a list of automatically eligible materials and equipment (LEME) up to a maximum loan size of EUR 50,000
Loans made to building-level Sub-projects from a list of automatically eligible materials and equipment (LEME) up to a maximum loan size of EUR 300,000
